What will it take, to get to the point, where a librarian could have built Library Lookup?

In other words, what do we need in tools for manipulating and combining “Web Services” (which I mean loosely — manipulating urls in bookmarklets qualifies), to appeal to end users. Maybe like a Hypercard for the Web? Javascript fills this role, yet the environment for building javascript apps is less than welcoming to the non-techie.
